Lack of Dedicated Landfills for Final Disposition of Industrial Waste

Taiwan lacks dedicated landfills foe this type of waste,forcing dependence on local landfills.Currentiy only China Petroleum Company(CPC) has two sealed landfills used for the final disposition of hazardous waste;in northern Taiwan there is also one landfills site for general waste.Only a handful of privately operated waste handling organizations have facilities for final disposition of waste.As a result,about 40%to50% of the industrial waste is simply dumped in local landfills every year.Because these local landfills are scheduled for closure or limitation to landfilling of pose-incineration ash after the provision of incineration facilities is completed,a problem is surely in the making as to the final disposition of industrial waste.This Administration has already done a study and draft on waste storage centers,as well as handling,and sites for final disposition in order to alleviate the lack of sites for final disposition of this waste.
Proliferation of Illegal Dumping of Industrial Waste
Because Taiwan waste handling industry is still in its infancy,the regulatory structure is likewise not yet many,and illegal dumping incidents happen frequently.Added to the problem are the many industrial companies that refuse to avt in a socially responsible manner,choosing to dump illegally or contract a low-cost waste handling service.Since the end of 1994,which marked the discovery of injuries and death caused by an illegally dump of hazardous liquid waste in Kaohsiung County,there have been 17 similar cases.Because of the unknown nature of some waste,such as unclear hazards and degrees of pollution,it can possibly cause soil or groundwater contamination,which can cause a major threat to the safety and environmental quality of life of the people.This Administration has not only established an action group to work on cases of illegal dumping,but has also actively promoted prevention work in order to effectively reduce the incidence of such cases.
